Hi,
Thank you for raising this concern to the Google Ads API Forum.
Unfortunately in Google Ads API , there is no direct way to use the csv file to create a customer list. However, you will need to create a process on your code that will get the information from the CSV file and supply that information as parameters of the sample code in the customer match.
