Terms and Conditions not signed

I've been trying to set up our API access with a test MCC account and am running into the following error:

[QuotaCheckError.TERMS_AND_CONDITIONS_NOT_SIGNED @ ; trigger:'<null>']

I found the following resource and have made sure that the production MCC account has a credit card attached and have accepted the terms and conditions.  However, for the test MCC account, I havent been able to put in the billing details and accept terms and conditions because I don't see the billing tab under the Gears  (Settings) icon.

Am I missing something here or have I done all that I can at this time?

Hi,

For accounts in some countries, users sometimes go through accepting the Terms & Conditions but the acceptance is not recorded. I looked up your developer token based on the domain of your email address and sure enough, our systems show that Terms & Conditions were not accepted. Please contact AdWords API Compliance and select the "I need to sign the AdWords API Terms & Conditions" option to obtain help with this issue.

Hi Josh,

I have requested for signing terms and conditions from link is provided in your comment. I got following message after submit:
"Thank you. Your information has been sent to Google. A member of the team will be in touch shortly. "

By when I can expect reply form AdWord team member?
