Received FRAUDSTER_CANNOT_ADD_CLIENTS error while trying to create an Account

Hi AdWords API Team,

We are receiving ManagedCustomerServiceError.FRAUDSTER_CANNOT_ADD_CLIENTS error while trying to create an Account using API in one of our MCCs to which we have admin rights.

Can you please look into this ASAP and let us know the next steps forward.
