Advice needed for SaaS solution

Hi, We are building a SaaS solution for our clients to help them with Advertising campaigns. In this solution, Google console project is created and managed by us. And Clients need to have their ad accounts. Client account will be added as a child account to our Manager ad account. Developer token will also be ours. We will create the required artifacts in the client's ad account using the developer token and generated access token.

We wanted to know if you for see any concern in utilizing just one Google console project to serve multiple clients.

From our end, we see the following concern and want to know your view on this

1. Clients are free to run any type of ad and campaign and if they violated any of the Google terms, policies or standards then can it impose any restriction on our  Google console project or Manager ad account? We asked this because it might be possible that the audience or campaign or ad group used for the ad are generated via our developer token.
2. Can we keep a few Google console project as a backup, so that if any restriction is imposed on the first Google console project then we will use the backup Google console project for the API calls?

As it's a SaaS solution, we want to have maximum availability of it and can't afford to have a restriction applied on Google console project/Manager account which can cause disruptions for multiple clients.

Google Cloud Platform support is for cloud products and not for Google Ads API. My question is related to Google Ads API and I am trying to build a SaaS solution using this API. It's not related to the Google Cloud Platform. Do you still think I should reach out to Google Cloud Platform support?
