Create a test account under test Manager account

Hi All,

I have got the Test Manager account setup along with developer token.

However,  to test out the campaigns retrieval using API's, I want to create the test campaigns. For this I need to create a child test account under test Manager account.

When I am trying to create that through UI, I get this error:

To create new accounts, link an existing account

This needs to be a Google Ads account that

• has spent more than $1,000
• has a history of policy compliance

Once the account is linked, you'll get access to account creation within a day

Obviously, billing and payments is disabled in the Test Manager account. How do I proceed?
