TOOLS & SETTINGS > Access and security > Users. Since your concern is about access and Oauth2 credential, then I would suggest to reach out to
Google API Console support team for further assistance in determining the user who generated the credentials.
-To clarify, only one approved production developer token can only be used to the Google Ads accounts under an organization or entity, with this, there should not have 2 developer tokens. However, so that our team can further investigate, could you provide the customer ID where the developer token is generated and the developer token you are using in API request?

For a Developer Token to have access to the accounts, does it not necessarily need to be registered on the same project? Is there a way to recover who owns this developer token diferenet from the one registered in the API Center?
-Developer token is not used to access accounts. OAuth2 credentials are what is needed in order to authenticate API requests for accessing/modifying the Google Ads account. To determine who owns the current developer token you are using, you may reach out to the Compliance team, via this
form, as they should be able to look up which account it is associated to.
