Hi,

On the AdWords API perspective, the AdWordsUserListService is available to create and manage User Lists as Audience. You may use your youtube users email addresses to create a CrmBasedUserList (you may refer to this link on how do a customer match works). With regards to code examples, you can refer to this link for a full demonstration on how to add members, correctly normalized and hashed. Also, you may want to refer to this link for considerations using customer match.
