I would like to know if it is not written in the gambling google policy (https://support.google.com/adspolicy/answer/6018017?hl=en) for one country that we can promote comparison website, can we?

because when I am connecting to Finland for instance, I can see some comparison websites even if it is not written in the policy.

Someone has some precision about this?
