can not find AdWords API Center

AdWords API Center not found in my ads console

I have been follow this article -> https://groups.google.com/forum/#!topic/adwords-api/Fv6w-KqHa8U

and check

1. I have been completed my billing account

2. There are no 「Test account」 Banner in UI

Where can I found the  AdWords API Center

Hi Andy,

You will need a manager account in order to sign up for the API. You can fill out the form that listed in this link to get one. Once you do, you can follow the steps here to sign up for the API.
