BILLING_SETUP_NOT_APPROVED

recently we have found so many exceptions with error "BILLING_SETUP_NOT_APPROVED", we have followed doc  Invoice  |  Google Ads API  |  Google Developers :

1. query for resourcename, everything is fine, returned string has value

2. use returned reourcename to search for Invoice, 

but returned with error here:

is it a bug? or if we need some change? could you please help to take a look?
