The value of the CanManageClients field (google adwords api) and the value of the customer.manager fields (google ads api) are different, although they are mapped in the documentation https://developers.google.com/google-ads/api/docs/migration/reports

Please send the following details using 'Reply privately to author' option:

1. Is the Manager account same for both reports?
2. Report definitions for both reports
3. Request headers for both the calls: https://developers.google.com/adwords/api/docs/guides/reporting#request_headers
4. Results for both the calls that can explain the discrepancy
5. User email address who is making calls
6. Account id
