The Google Ads account to automatically be granted the test account access level. As the test account doesn't serve the ads, you can have test
account access. The test account access means developer token can only make Google Ads API requests against test accounts only.
When you're ready to use a production account (serve real, live ads), you need to apply
Basic Access or
Standard Access to make API calls against your
production account. To know more about different Access levels of Google Ads API developer token and its daily operation limit, you may check the
Access levels.
The Permissible use only applies to basic access and standard access tokens.You may check this
permissible use document to determine which features of the API a token can be used for.
You may check this
article to create a manager account if you don't have any manager account. Once you're created you can apply for either basic or standard access depending on your use case. For more information, you may refer to how to
obtain a developer token document.
