Hi Mark,

If you are looking for the list of all location criteria that is supported in the AdWords API, then, you may refer to our geo targeting spreadsheet to get the information that you need. There is no single criteria ID that can be used to target all countries, however, not specifying a targeted location will make the campaign target All Countries as mentioned here.

You may also take note that not all countries are supported as there is currently a number of countries included in the non-targetable locations.

Yes, you should be able to pass an array of location IDs as indicated here. You may also refer to our targeting ideas guide for more information regarding this.
