CANT_UPDATE_NEGATIVE in Shopping campaign

I get AdGroupCriterionError.CANT_UPDATE_NEGATIVE in a shopping campaign.
The criterion is a shopping-partition (UNIT). In a criteria-performance-report this criterion has "is_negative" = false. In AdWords Interface this criterion is labeled with "excluded" (has no cpc-bid).
If I give this criterion a cpc bid in AdWords interface ( then it is not "excluded" any more), then I can change bids over API without any errors.
Is there a way to determine the "excluded" state of a (shopping) criterion? The criteria-performance-report seems to be of little use in this case. Cant find anything in shopping-performance-report either.

Interesting. The Product-partition-report reports "is_negative" = true for this criterion. So the "is_negative" property is true in one report and false in another. Good to know.

Could you provide the complete report definitions you are using to download the Criteria Performance Report and Product Partition Report along with your clientCustomerId? Could you also provide the SOAP XML request and response logs for the AdGroupCriterionOperation where you encountered the error? Please use reply privately to author when responding.
