Thanks for reaching out to the Google Ads API Forum.

With regard to setting spending limits, you may check on this guide related to Account Budgets, and this guide for proposed spending limit. You can create, update, and remove the AccountBudget by sending AccountBudgetProposal objects.

If you want to updating the existing budget, this can be achieved by creating AccountBudgetProposal objects and sending them to the AccountBudgetProposalService.
