If you are indeed referring to a
payment profile, then you may reach out to the Google Ads Product Support team, via this
link, if this can be created for a test account. This is because a test account's ads do not serve and generate metrics so it would not be possible to bill the said test account.
Since you also mentioned that you "
need to change my test account budget" could you confirm if you have already previously performed the steps discussed
here? So our team can further look into your concern, could you share your customer ID?
