How to calculate the number of “Video Played to 25%”, Rate * Impression?

Hi Folks, 
   How to calculate the number of “Video Played to 25%”, should we use this formula Rate * Impression? 
   But from the doc below doc, seems we should times the "times the video player is initiated", is there a way to get these metrics from API?

“Video Played to 25%” Percentage = # of viewers still watching after 25% of the video has elapsed                                                                     # of times the video player is initiated

Kindly note that the calculations of “Video Played to 25%” with regards to formula Rate * Impression should be able to be explained by Google Ads Product support team. That said, you may reach out to the Google Ads Product support team, via this link

In the Google Ads API perspective, you may use metrics.video_quartile_p25_rate field from the Video report to get the ​​Percentage of impressions where the viewer watched 25% of your video.

Thanks, AdsAPI. 
   How about In-feed Ads, should we use the same formula, 
   But from the doc, the impressions do not equal “when the video player is initiated”. Doc
  In-feed ad views: This metric is counted when the video watch page loads after the viewer have clicked the thumbnail and is taken to the video watch page.
