Adwords specification

Hi all,

Question:

Let s say i have a website for a furniture shop with three locations.  The goal of the adwords campaign is to draw people to the website  

There is one website for three locations  these locations are on a different page  on 1 website

What would be the best way to build an adwords campaign :  Would it be better to build three campaign for three locations ?  Or is it okay to build one campaign with three adgroups?

It contains an excellent overview of how accounts are structured, as well as some recommendations for when you would create separate campaigns or ad groups.
