The documentation regarding userID uploads says:

Note: Uploading members based on userId is only available to allowlisted customers.

Is an allowedlisted customer the same as a customer who has access to use customer match? Or this different to customer match criteria?

Hi Nicholas, 

Thank you for reaching out. The allowlist for use of the userId is different from the allowlist for Customer Match in general. This is a specific action that needs to be taken to ensure the customer account to be eligible for uploading the userId specifically. You need to contact your Google account manager or representative to enable this feature for your account.
