Not understand when and why penalties can be charged for the standard access level

We are an agency. We have a manager account.
We use AdwordsAPI and the application for internal use (we collect expenses for campaigns of customers)
There is a developer token with basic level access and we plan to upgrade to the standard access level.
BUT in the standard level access there are penalties (non-compliance fees): https://developers.google.com/adwords/api/docs/ratesheet
We do not understand when and why penalties can be charged?

Hi,

As mentioned in this section of the guide, you will be charged non-compliance fees only if your tool is not compliant with the Required Minimum Functionality guidelines. If our compliance team gets in touch with you for this purpose, you will be given 30 days to fix your tool and no compliance fees would be charged if the tool is fixed within that time period. Hi, Vishal

Our application "Internal Use Only" - "individual advertiser or agency use only; no third-party access to tool (i.e., you're the only one that uses your tool)", i.e.
we collect expenses for campaigns of customers for our internal billing system.

Does this mean that we can not compliance the Required Minimum Functionality?
Does this mean that to us in any case will not apply penalties non-compliance fees?
