Hi Zhang,
Yes, this is an expected behavior. Impression is counted each time your ad appears on Google or the Google Network, it's counted as one impression, while a Click is counted when someone tries to reach your site by clicking your ad, even if the person doesn't reach your site or if your site is temporarily unavailable.
That said, an ad can have one impression and at the same time multiple clicks.
To be more sure, can you send the report definition via Reply privately to author so we can further check?
