Youtube image ad not "showing ads right now"

I've recently created an image ad via the AdWords API, and have entered "YouTube.com" as a managed placement. Using the old user interface, when I hover over the Status dialog next to my placement, I see "Showing ads right now?" with a red "NO" arrow. I currently have no keywords associated with the ad, and there is sufficient daily budget. All levels of the campaign are 'eligible' and 'enabled.' Can anyone help figure out why my ad won't show?
