"Terms and Conditions Not Signed"--but they are

I've successfully entered billing information and accepted the terms of service for my *production* MCC account, confirmed on my Settings->Billing Preferences page.

I have not successfully entered billing information and accepted the terms of service for my *test* MCC account as billing information/setting do not appear available in the AdWords interface.

When I use the python client to make some basic API calls using my test account's client user_id, I receive the following:
