Can Google APIs console projects be shared

Hello,

I have a question for you. I have created several projects in Google APIs console. For example, when I use the client ID of project 1 to upload videos to YouTube channel, can I use the client ID of project 2 or other non project 1 to upload Google video assets?

I want to know how to operate, because at present, when I do this, I encounter the error of "permissiondenied desc = the caller does not have permission". Or how to solve it.
