How to subscribe to API ?

Hello,

I'm trying to complete the form to apply for adwords API access, but I can't validate the form and I have no error...

Maybe if it's because we've no big spent on our account for now. Do you know the minimum to have an access to API ? It's very important to update product feed (for dynamic remarketing) and to get daily spent in our backoffice.
