Thank you for reaching the support. Please find my response to your queries below and feel free to reach out if you need any further clarification.

Is there a way to download keywords and ads based on campaign level not group? It is not possible to target the keywords at campaign level, you can only exclude them at campaign level. Please refer to this criteria usage document to learn more about the compatibility of each criteria type in the campaign or ad group level. That said, you could use Campaign Negative Performance Report to get these negative keywords at campaign level and use Keywords Performance Report to retrieve the keyword level data. Also, to retrieve the ads data at campaign level, you could use Ad Performance Report and then, filter this data using CampaignId.
Is there a way to schedule a daily backup -> to csv file which can be used instead of API requests? You could implement the logic on your end to schedule a job to download the report into csv file format for daily backup.
