My App has been blocked by some google accounts when oauth

Hello support team,

I am using Google oauth to request access to Google adwords, but some accounts be blocked with error as the attach file.

My app is running on production mode and Basic access level already has been approved by Google, but the app hasn't verified (we are waiting for google review)

It is the reason because my app is not verify app?

But with other google accounts, almost they can oauth successful althouth warning message is displayed.

what is the difference between these google accounts?

Thank you very much for your quickly reposponse.

Yes, I understand that my app will be get warnings, it is ok because we are waiting for Google review.

I want to confirm about this situation that some google accounts blocked my app, that is not a warning, that is blocked page.

I dont know because of privacy setting of thier google account or not.

Could you give the reason?
