What exactly does the minCpc value of a keyword tell us? I thought I
understood what it meant up until Google removed the ability for
keywords to marked as inactive.

Now it doesn't mean anything, and as I understand it will be removed.
Instead of minCpc appeared something called 'first page bid',
which determines the cost required for the keyword to be on first
page.
