Please note that the API Center option is available only for the manager accounts. If your Google Ads account is an individual account (not a manager account), you won't have access to the API Center regardless of any "role" assigned within that individual account. You need to ensure that you are signed in with your Google Ads Manager account and then navigate to TOOLS & SETTINGS > SETUP > API Center. For more information, please refer to this link. If you're using a client account, you can view any associated manager accounts by navigating to Tools & Settings > Access and Security > Managers.
Also, I would like to inform you that within the manager account, you generally need administrative or at least standard access that allows for API configuration. While Google Ads doesn't explicitly list an "API Center Access Role," the ability to use the API Center is tied to the manager account's permissions to enable and manage API access. If you do not yet have a manager account, I would suggest to create one by following this help center article.
