Unexpected Conversion Value

Hello Team,

we had multiple reports on different gclid's new_conversion or adjustments and after multiple successful operation we had final value reported was 1,578.00 $

after that we had 4 orders that missing a gclid for some reason and we used the enhanced conversions for leads , and send used the hashed values for their email (they are sharing same email)

all of them we reported successfully, but the value after reporting was different as the expected 

our calculation is : orders [9022, 9023, 9024, 9025] has total conversion value = sum[234, 333,41.87,17.3]= 626.17 

so after reporting we are expecting  2,204.17 = 1,578.00 + 626.17  but what we got is 2,046.00 

seems 2 values were accepted as conversion increased from 14 to 16 , what exactly happened here ? I can't explain it.

How should I handle it so it take all values in future
