Hello,

I’m trying to create a new manager (MCC) account under my top-level MCC account using the Google Ads API (v21).

In the Google Ads web interface, I can easily create a new account and select the option to make it a Manager, but when I attempt the same through the API, I receive the following error:

“Developer doesn’t have permission to access service.”

I currently have standard access, and I’m able to create regular customer accounts under my main MCC successfully using the API. However, when I try to create another customer (manager) under that new account, the request fails.

Can someone please confirm whether the Google Ads API (v21) supports creating manager (MCC) accounts under another MCC? If it does, could you explain the correct approach or share an example of how to do it?

Based on the information provided, I understand that you are looking for guidance in creating the sub-manager account under a top level MCC account using the Google Ads API and you are encountering 'SERVICE_ACCESS_DENIED' error while attempting it. Kindly note that it's not possible to create manager accounts using the Google Ads API instead you can create the client accounts using the CustomerService. The main reason why you are getting SERVICE_ACCESS_DENIED error is that you might have set the manager field as 'true' for the 'customer' object. Kindly note that you cannot set the manager field while creating the account using the CreateCustomerClient method as this field is 'Output only' field and if you try to set then obviously you will encounter SERVICE_ACCESS_DENIED error. I would recommend you to refer to this documentation for more detailed information as it explicitly defines what fields to be set while creating a Google Ads client account. From this, I can conclude that there is no way to create the manager accounts using the API in all the Google Ads API versions and you must create the manager accounts (MCC) only using the Google Ads UI.
