Create Accounts Issue

Hi! In the last 2 weeks happened to me, if I create accounts, adding billing profile and Budget, sometimes create the account and sometimes not add the budget. This make me crazy. 

Can you help if the could be something relationship with Captcha spam security or I have to add some delay in all this actions?
