To better check this issue in our end, could you please provide the complete API logs request and response logs with request ID and request header that generated on your end so that we can take a closer look? If you haven't yet, logging can be enabled by navigating to the Client libraries > Your client library (ex. Java) > Logging documentation, which you can access from this link.
For privacy purposes, you can provide it via the Reply privately to author option. If this option is not available, then send it instead on this email address googleadsapi-support@google.com.

I understand that you are seeing API requests taking a long time to pull through the official Python client V11. For us to investigate further, could you provide the complete logs in the format of the request and response logs along with the request-id, as seen in their respective links where the pulling reports taking longer time is showing up?
For you to enable complete logs on your end for the client library, logging can be enabled by navigating to the Client libraries > Your client library (select Python) > Logging documentation, which you can access from this link.
