Can offline conversion tracking be a permissable use of the Adwords API?

I only see 3 permissible uses of the Adwords API: Ad creation / management; Reporting (read-only); and Researching keywords. https://developers.google.com/adwords/api/docs/access-levels?hl=en-US#permissible_use

It looks like the developer token was rejected previously for conversion tracking as the intended use, but I think that was years ago. However, there are examples of conversion tracking in the API repository: https://github.com/googleads/googleads-php-lib/blob/1f3024348586af6e0ac4630e18fa71473c1f9465/examples/AdWords/v201809/Remarketing/UploadOfflineConversions.php.

Why would the API support offline conversion tracking if it's not a permissable use?

Hi Kyle,

Conversion tracking and/or uploading of offline conversions is a feature of AdWords API. When it comes to its permissible use in your account, specifically with regards to issue being encountered on developer token, I would recommend that you contact the Compliance Team through this link instead as the issue might be specific to required access level your account need to obtain which will require the Compliance Team's assessment and approval.
