Based on the information shared, I see that you're encountering an HTTP 403 Forbidden error and have provided the sample code and request IDs for asset creation.

To analyse the issue further, we require request Id for the Ad Group Ad operation and complete API logs (request and response with request-id and request header) generated at your end. 

As you are using a python client library, you can refer to the guide Python to enable logging at your end.
