Incomplete Sign Up Error - Already Accepted MCC T&Cs + Test Token Approved

Team,

I've read maybe a dozen or more threads on this issue.  We've tried multiple routs of eliminating this error, and done everything the threads recommend.  We are coming here for support from the Google support team as we have been working at this problem for hours.

+ We are seeing this error: AdWordsGoogleInternalError: [QuotaCheckError.INCOMPLETE_SIGNUP @ ; trigger:'<null>'].

+ We have accepted the MCC T&Cs and been approved:

We have received your application for a test account for the Adwords API.  After review, we have now enabled the following AdWords Customer IDs for testing with the API:

Your developer MCCID: 268-362-9557
Your new test account Customer ID: 595-843-1518

+ We are still receiving that incomplete sign up error, similar to this situation: https://groups.google.com/forum/#!searchin/adwords-api/incomplete_signup/adwords-api/PVe8Hh9RNDw/NDvPcP-4UVwJ

+ We see this error when we try to launch the Google App Engine reporting Python demo on Mac.

+ When we try to run basic scripts [ rather than the Reporting App from GAE ] we have no issues.

I appreciate the support, this has been frustrating and confusing.

Hello Daniel,

Please send us full XML log for one of the requests over email (Reply to author link). I'll check your request on our side. Also, make sure you are sending the developer token from the MCC account you mentioned below.

From the account data I can see no reason for this error to appear.
