From the provided information, I understand that you are getting the CREATION_DENIED_INELIGIBLE_MCC error while creating accounts via Google Ads API. Please note that according to this blog post, Google Ads manager accounts that do not have a certain threshold of spending or a certain number of active child accounts without policy issues (for example, not suspended or closed for policy violations) will be ineligible to create child accounts under them. Developers will receive a CustomerError.CREATION_DENIED_INELIGIBLE_MCC error code starting  from the version v19 of the Google Ads API. To fix the issue, I would suggest you link a Google Ads account that is compliant with the Google policies and meets the threshold spending levels under your manager account.

The error message also says that this manager account can’t create new accounts. You’ll need to link a Google Ads account that has spent more than $1,000 and has a history of policy compliance. I would recommend you to please check the linking of the accounts and after following the above suggestions, if you are still facing the issue, kindly get back to us with updated complete API logs (request and response with request-id and request header) generated at your end for the encountered error without redacting any information. If you are using a client library and haven't enabled the logging yet, I would request you to enable logging for the specific client library that you are using. You can refer to the guides Java, .Net, PHP, Python, Ruby or Perl to enable logging at your end. For REST interface requests, you can enable logging via the curl command by using the -i flag.

• No, as per the blog post, the changes have taken effect from March 17, 2025.
