Google API Requirements

We are seeking to meet the requirements to get access to the Google API.  We have a few questions:

1. Is a client that plans to subscribe to our tool considered as a third party?

2. In order to meet the requirements for “Full Service” there are a list of functions “C-Class” and “M-Class” functions, do we need to implement all functions in order to maintain “Full-Service” access even though our clients may not use those functions?
