And when I do get access, will it be a new token or same one with new privileges? Thanks

Please note that the concerns related to Google Ads API developer token access requests are out of scope for the Google Ads API support team. So, I would suggest you reach out to the Google Ads API Compliance team, as they are better equipped to address your standard access application request. 

With regard to your below question:

• Your developer token will be the same but with an elevated access level.
