How to Accept "new conditions" under Principal place of business,

According to Migration instructions (see link below) , I need to Accept "new conditions". under Scroll down to Principal place of business, accept the new conditions, and click Save

However, when I select Principal place of business, and choose "United States", I do not see any prompt or button to Accept new condition?
