Pending CampaignStatus can be updated without error

Hello,

I found this inconsistency - the Campaign on Sandbox was created and
assigned Pending status by AdWords. Now I can send this campaign
update setting status to Active (through updateCampaignList method)
and I get no error.

Quoting documentation: "Note: The values 'Pending', 'Ended', and
'Suspended' can only be set by Google. If a campaign is in one of
these states, you cannot alter the status."

Since I get no error, I can't know that my update was failure - status
field was not changed at all, as I noticed by getting again the
campaign.

I think if update does not perform requested data change it should
report error or something, don't you think?

Hello,

If you explicitly specify "Active" for the value of the status
attribute of the new campaign in the addCampaignList() call, does your
new campaign still show up with a status of "Pending" in the Sandbox?

Hello,

Yes, if I set startDay in the future and status to "Active", pass
such campaign to addCampaignList(), status in result will show up as
"Pending".

Okay, fair enough. I didn't realize at first that this was a campaign
with a start date in the future, and it obviously wouldn't be possible
to make such a campaign active.

I can understand that a silent refusal to change the status isn't
necessarily the best behavior, and I can pass along that feedback.
