DateSpecificRuleUserList Remarketing user list issue

Hi
I have created DateSpecificRuleUserList via PHP v201809 AdWords API. The user list was created in server but it shows as Visitors of a page instead of
Visitors of a page during specific dates. Please let me know the problem here. Attached soap request/response details.

Note: Rules list also not added, attached screenshot as well.
