Creating partition tree

Hello, can 'salesCountry':'CZ' be a reason for not being able to create partition tree via API? I mean, when I run get_product_category_taxonomy.py and set the value of the field country to CZ, then it will find nothing, but when I set it to US then it print so many results. When I try to add any ID from from the US results, it will end with an error. If my testing shopping campaign is created with 'salesCountry':'US', then there is no problem.

I don't want to have campaigns set to US, so if I am right, the only way to manage it, is doing it manual via AdWords UI?
