is there a way we could create ad instead of using 'Lightbox'?

Light box is not supported in Google API. Which means we can't create campaign with Engage with your content objective.

If there is a way we could create ad without lightbox, please tell us!

I'm afraid Lightbox Ad type is not supported in AdWords API at the moment. The list of AdTypes supported in the API are provided here. Please keep an eye on the Google Ads developer blog for any updates or announcements about this feature.
