Trouble getting started with the API Center

Dear Support Team,

I've been trying to access the Google Ads API Center (in a manager account) with no luck so far. 

I visited the following link https://developers.google.com/google-ads/api/docs/first-call/dev-token and tried to follow the instructions step-by-step, but when I reached the lines "Sign up for Google Ads API access through your manager account. Sign in, then navigate to TOOLS & SETTINGS > SETUP > API Center. The API Center option appears only for Google Ads manager accounts.", I discovered that the API Center option was missing from the Tools & Settings menu.

I also tried to get in touch with my local Google Support team, but unfortunately, they were not able to assist.

Is there any other way to access de API Center to apply for the token?
