Strange/Unexpected Behavior Observed in KEYWORD PLANNER

To whom this may concern:

We use KEYWORD PLANNER extensively for keyword planning, and forecasting. However, we are recently observing that a growing number of keywords are showing as restricted (and we do not believe these keywords fall in restricted category). Some examples are:

• Wisdom Tooth Removal
• Wisdom Tooth Extraction
• TMJ Treatment
• Sleep Apnea Treatment
