Enable SOAP in PHP

I am trying to create a new campaign to test my adwords account and it says to me 

Use of undefined constant WSDL_CACHE_NONE - assumed 'WSDL_CACHE_NONE' in ..test_google_ads/aw/src/Google/Api/Ads/Common/Lib/AdsUser.php on line 231

Fatal error: This client library requires the SOAP extension to be activated. See http://php.net/manual/en/soap.installation.php for details. in ../test_google_ads/aw/src/Google/Api/Ads/Common/Lib/SoapClientFactory.php on line 94

On going to the link it says "To enable SOAP support, configure PHP with --enable-soap ."

Where do I need to add this line and in which file?
