Impossible to create a manager account to get the google developer token

This is so frustrating. I need to create a Google ads manager account to get access to the developer token. I'm not managing any ad campaigns so what gives? All I want is a developer token so that I can call the Ads API in my app. When I try to create a manger account it says I already have too many manager accounts and I have zero manager accounts. Tried using a fresh email and its the same. So I can only assume that Google is blocking access to the dev token.

Please Google - state your policy clearly. if you don't want smaller developers accessing the dev tools and tokens then state that clearly. I've just spent a wasted morning trying to set this up. Sent some support messages but don't expect any reply. Why make this stuff so difficult. You are burying development tools.
