Can't create Account on Manager Test account

I have created google ads test manager account for testing purpose on dev mode but to create test campaign i need to create account under manager account but i got 

To create new accounts, link an existing account

This needs to be a Google Ads account that

• has spent more than $1,000
• has a history of policy compliance

And in dev i can't use active ads account because my app isn't verified yet and to verify my app i need a live site with complete video to show usage of ads account scope which i don't have right now because its under development right now
