As mentioned in the docs, partner networks can be used for some specific accounts. 

And it's not possible to enable it through API.

Please remove that setting from the request.

Hello David,

This setting can only be enabled for specific accounts. It is not based on the "type" of account, but the account itself. Essentially, it's on a white-list basis. We are currently not looking to expand this feature to more accounts.
